Vehicle paced in lane 3 of 3 at 95/100mph M62 West J7/5 Driver reported for exceeding motorway speed limit.

Vehicle sighted M62 West J7. 20 oil drums in the rear not strapped/secured to the vehicle so able to bounce around as the vehicle went down the motorway. Driver had straps, but thought it was okay. Driver reported insecure load.
