Today ChainSafe opened a PR to edit EIP-1. With the every growing ecosystem of L2's and alternative chains, we need standards on how to interact with them. Chain Agnostic Standards is that. CAIPs should be supported as a valid external URL, such that future EIPs/ERCs can reference
