Classic- seen this play before. Can't settle for less than the last big case: U.S. Securities and Exchange Commission agrees to $4.4 billion - $100 million more than what Binance agreed to pay Criminal Division ($4.3 billion with $1.8 billion credited to OFAC, FinCEN & CFTC cases; note SEC case still pending.)
