1851 An Act for the Admission of the State of California into the Union CA joined the Union in 1850, as the 31st state. The act was passed by the 31st Congress & signed by President Fillmore on Sept. 9. Under the terms of the Compromise of 1850, it was admitted as a free state.

The 1849 California Constitution opens with a Declaration of Rights and outlines the structure of the government as it exists today. Also mandated in this first version was that all laws be published in both English and Spanish, establishing CA as initially a bilingual state.
