Excellent thread by Maratha.Empire.Ball on how Peshwas actually became de facto administrators and when. Handy for those who think it was always the case.

Peshwa continued a soft line approach towards Tarabai all along, but when Damaji and Dabhades tried to ravage Peshwa's territory they were humbled so, putting the old queen at backfoot and pushing her for reconciliation with Peshwa.

To everyone's surprise Chhatrapati was detained by Tarabai, she also became abusive towards Rajaram by the time. This act not only pushed the trust of Maratha statesmen towards Peshwa but also turned the public sentiments against Tarabai for their sovereign & master was confined

Peshwa stayed at Satara for couple of months, and invited Raghuji Bhosle there and requested him to train the new Chhatrapati in dispensing his duties properly, and after this he left for Poona for attending other important matters.

From what I have understood, the reason behind consolidation of power into Peshwa's hand was not the previous declaration of Chhatrapati Shahu but actions of Tarabai

After the death of Maharaja Shahu, Sakwarbai performed Sati as she saw no hope of capturing power from Peshwa. After this Ramraja was coronated on 4th Jan and married on 8th Feb

All of the Maratha sardars supported Peshwa Balaji Bajirao alone as competent caretaker of Raj or rule

After this confirmation of prominent Maratha sardars, Shahu Chhatrapati declared Peshwa, on paper, to be regent of Maratha state after his death.
