Kenya is similar to many other countries in region. But why has it stood out? Let's look at history of education. The racist British government did not avail free primary education to Africans. This did not change much with independence. Then Jomo Kenyatta happened.

In 1971, he made decision to abrogate fees for those in marginalised district. By 1973, many of today’s NFD counties had free primary education. Thereafter, primary school education was made free throughout the country, but only for first 4 years. The government could not cope.

Dilapidated schools, high student to teacher ratios, inadequate resources, lack of incentive for teachers and poor learning outcomes still bedevil the sector. In 2008, the coalition government launched Free Day Secondary Education (FDSE). However, this is far from free.

It is mostly a capitation amount, that merely subsidises parents on the costs of schooling a child. Despite these flaws, free basic education has enabled Kenyan youth to enter job market with literacy and numeracy skills or to take advantage of higher education.
