As for 1930, I will admit that it does deviate from the formula as you're buying shares in the SRs to take actions during the ORs. And, just like a modern 18XX like 18MS there's a hard time limit

However, HIG's Navy Blue meeps look FAR too similar to the color black in certain lighting, so it made it confusing for blue for the build bonus
