Under our criminal law, the police can only arrest someone if specific conditions are met. E.g. a 'reasonable' complaint; 'reasonable suspicion' of an offence. (all found in s.32 of the Criminal Proc Code). Just having a complaint is not sufficient. 1/

Today parliament, not heeding analysis, will pass a bill putting a tax gun to the head of EPF trying to force “voluntary” bond exchange. The monetary board would be wrong to accept it. Shld it not make the analytical basis public and open to PRIOR _external_ scrutiny first?

The monetary board (Mb) and CBSL is in a highly conflicted place. The CBSL cannot be a neutral advisor on the calculations on the decision for EPF. Making the data transparent, seeking external advice +publishing prior, protects the MB from future charges of irresponsibility.
