As deals on Manbij, Raqqa, Kobanî and probably Qamislo indicate, the YPG leadership decided to surrender to the regime & try to secure some minimal concessions. This is rather than resist a Turkish invasion, leading to displacement, destruction and loss as happened in Efrîn.
