In my mind there are 2 key parts to building resilience, there is independence and interdependence. Farmers have been and have needed to hone their independence over generations. Next phase is interdependence, for this to happen successfully it will take long term commitment 1/

Many rural communities are interdependent, though that is being undermined by reduced populations. If Govts are serious about resilience then a long term commitment 2 rural health, education and infrastructure would be a good start. Many urban areas need to build independence 2/
