For those who aren’t familiar with the word “superpredator,” a brief history: about 25 years ago, criminologist John DiIulio published an article called “The Coming of the Super-Predators” warning of a violent crime wave perpetrated by Black children and other children of color.

ICYMI: On Saturday, the Maryland legislature overrode a gubernatorial veto to sign the Juvenile Restoration Act, granting sentencing review to Marylanders who were under 18 at the time of their offenses and prohibiting children from being sentenced to life without parole.
