How can you sanction ministers in Uganda who are still on trial? Does this mean they dont believe in the natural rule justice, of the presumption of innocence before proven guilty? What if these ministers win the cases, what happens?

In Ndejje along Entebbe road, a man entered someone's home with a machete asking for a ransom before hacking the children. He first tried to hide in the sealing, but police arrived on time and shot him dead. The children were rushed to hospital.
