The Doctor never changes. It’s been a strict part of the lore since 1963 that the character always embodies the same personality and appearance. There is nothing in canon that says the character can change. I’ve never watched this show.

Final point on it, but the fact it’s never once addressed whether there are any other Time Lords left after Series 12 is quite odd.

They double down on Gallifrey being gone, well destroyed, but never make reference to the status of the whole species.
