i hate seeing viper nerfed every patch, all because they failed to create an agent that competes with her. the solution is a harbor rework, not making her feel awful to play

- Base AD reduced from 61 to 55
- Base armor increased from 28 to 30
- Armor growth reduced from 4.7 to 4.5
