As a free market product the things wouldn't exist like this, default rates too high.

5/ Loan schemes, for example, protected banks by underwriting any losses but increased debt for smaller businesses, leading to a rise in insolvencies. We will see a massive impact of these over the next 18 months as many small businesses fail; restaurants, nursing homes,shops etc
