Because the Irish Govt (FF) disregarded a directive from the EU to fully implement en 12620 in 2003-2004... And waited until the good times were well and truly over in 2013

Ireland by your own admission were way too long in removing conflicting national standards. Ireland were compelled to withdraw conflicting standard within 1 to 2 yrs. Those 11 years happen to be the main period the defective blocks were made.

Mica Redress Mica Action Group At the height of the Celtic Tiger the industry would have lobbied hard and there was more interest in money than regulation. Ireland, as a member state may have agreed a different co-existance period as suggested in the Transitional Arrangements.
