The people decide national interests and not the other way round. They vote for a party that best seems likely to implement these policies.
Btw, because u quoted other countries, is there an international consensus on what democracy means ? If not, shouldn’t there be one ?

So why do we have political parties ? Is ideology above national interest ? Irrespective of who comes to power, they are expected to work in the interest of the majority (>51%).
