Any overseas who holds the citizenship of Pakistan gets to vote. That is the constitution “wohi PDM waali” of Pak. He/She does not need anyones favour for the right to vote. Kissi kay baaap Ka Pakistan nahin hai who can decide which citizen of Pakistan can vote or not
