The US was actively trying to provoke a Japanese attack all through 1940-41 -- expressly (as revealed in contemporary source materials) to get the US into WW2 against the will of the American people.

It's clear to me at this point the US is trying to do to Iran what it did to Japan in 1941: back them into a corner where they feel they have no other choice than to strike back.
