Palestine is not a full member at the UN. It has made a bid in 2011 but the UNSC never voted on it.
In 2012, UNGA upgraded its status from a non-member observer entity to a non-member observer state. Earlier this month, the PA asked the UNSC to re-open the 2011 application.
