It's a tailor's tape measure holder! The original holder was over 20 years old at this point and the flat spring began to gave way while the plastic turned brittle, so rather than throw it out, it got a new life!

resisting the urge to import one of these (completely useless in America) just so that my car can talk to me on ignition and can use it as a fancy holder for my office badge 😭😭😭
