Saying 'assuming full attendance' is always part of vote math, but if you are a whip counting votes you never assume because it almost never happens. Of 830 House votes in the 118th Congress, 12 saw full attendance; if you exclude votes to elect a speaker the figure falls to 0.

Re-upping this because I think there’s a lot of confusion. The AZ Supreme Court did not decide on the merits of this law—in fact they bumped the question of its constitutionality back down to the trial court. They only said it is presently enforceable. The legal battle
continues
