GPs do exactly this when assessing people with depression: balance the therapeutic potential of work with the fact that depression makes you less able to work and work may have caused the depression. We’re also taught to witness suffering & show compassion, which hasten recovery.

As soon as you claim, you are referred for a 'Work Capability Assessment' by a DWP assessor.
They don't give a jot what your GP says. Most people will be deemed fit to work.
