This absolutely not true. The temperature being reported is AIR temperature above ground (over 1 metre+), not the GROUND temperature. Ground temperature will have been even higher in many of those locations, well in excess of 50°.

The highest temperature in Europe so far this year was 48.2C recorded in Jerzu, Sardinia yesterday. It's also the highest recorded July temperature for Europe.
