HERC says 20-30 paise per kWh yet bills have increased dramatically. Most small and medium consumers bills are beyond comprehension. What the HERC is hiding is the imposition of FIXED CHARGES. over and above the charges for the consumers' actual consumption. Sandeep Rana संदीप राणा
