Why does it take a year or more to pass legislation if Parliament can do exactly the same job in a couple of days during the wash-up period?

Smacks of staggering inefficiency under normal circumstances.

(Even allowing for much less scrutiny it still doesn't explain difference.)

I don't think that the Tories have quite grasped the sea change that comes across the media when the UK enters general election mode.

Suddenly there's an awful lot more scrutiny taking place, and a lot less room for sycophancy and for cramming your mates onto your programmes.
