I've beaten Sonic 3 (Or Sonic 3K). Despite some frustrations, I can safely say that it's probably THE best Sonic game. I literally cannot think of a single level I dislike. Some were better than others, but none were poorly designed. This is peak Sonic The Hedgehog.
