Dumping or abandoning any animal is a crime in California. It is punishable by a fine up to $1,000, six months in jail, or both. Hopefully they are able to locate the sick individual who did this and prosecute them to the fullest extent of the law.

Feeling that citizens have a fear of speaking is nothing to be proud of. As a Gibraltarian the last time I experienced such fear of repercussions when speaking up in a population was in Cuba under Fidel Castro. This current culture is nothing be proud of.
