Travelling from Fareham on the Portsdown Hill Road eastwards. One cyclist with 17 cars behind him and around 30 cars behind me. We could NOT overtake. It's a 40 MPH limit and he was going 15-20 MPH. Is this right? One cyclist preventing people getting home on time! Not right!
