Excited to announce that a new constitutional history journal will soon launch based University of Wisconsin Law School. The journal will strive to fill the gap between traditional history journals and popular outlets. Any member of the Senior Editorial Board would be happy to answer questions.

No, I think these are very different. 'Treat everyone as well as white people' (a paraphrase of the Civil Rights Act of 1866) acknowledges that some people are currently NOT treated as well as white people. Otherwise there'd be no need for the legislation in the first place.
