But the conditions of everyday life and welfare plus wages in DE (incl the old East) are still far higher than many areas of England today and this has been the case for more than 20 years..neoliberalism is a recent phenomenon in DE ...the 'economic crisis' is overblown ..

This is sociological nonsense ..the social wage (as in David Harvey ) still exists in DE , there are benefits even if they are being shrunk, there are almost no food banks ! The old East by UK standards is affluent indeed...it is the cultural question that needs to be addressed
