This absolutely should not happen under the current proposal.

We cannot allow the hand waving conversion of oil and gas fields to storage projects.

We don’t do it onshore. We need tight rules and regulations before we allow it anywhere.

I agree with this.

However, we will need a robust & continuous demonstration that new CCS projects hit performance benchmarks (e.g., capture rates) as a condition of future support.

Otherwise, policy support will quickly become policy boondoggles. E.g., Ethanol subsidies.

what's missing?

1) EPA permits are just for~1/4 of its emissions
2) emissions high b/c there's a 335MW coal plant on site; the current CO2 capture is on the ethanol fermentation part
