I’m certain that this is not a waterspout but rather a dust devil that moved over water. Those cumulus clouds have little vertical extent with updrafts likely far too weak to stretch and amplify any vorticity into a landspout/waterspout

Last night's hail in Johnson City was quite literally off the charts.

Evidently, the maximum hail size that the National Weather Service can put in a storm report is 5'... The iPhone-sized hail there was actually 6.25' in diameter
