There are medieval Fatwas and religious discussions from Islamic jurists beginning from the 8th century that debate the validity of incest weddings among Zoroastrian Dhimmis, among other religious rights. Ibn Qayyim alllowed it, which was controversial.

It's not a question of whether this happened, it's only a question of how common it was.
