Raising the pension, but only for those who need it. What a great idea! I wonder who decides who needs it and whether the test they apply will have any negative implications. Did George Osborne deciding who needs child benefit go well?

(1) You just increased the state pension by the minimum you are required to by legislation.

(2) Which is better than two years ago when you passed a law to allow you to increase the state pension by less than the minimum amount required.
