After a full day of Ocean Panel work in the basement of UNESCO building yesterday, it was great to have time for informal discussions at higher levels with US State Department Dep Assis Sec for Ocean, Mahlet Mesfin & Portugal’s State Secretary for Maritime Affairs, Lidia Bulcão.
