finally have a loop fully covered in occupancy detectors/broken out into blocks so signaling is based on occupancy and speed - top signal denotes higher speed (>40MPH) whilst lower is medium (25MPH)

higher speed holds yellow until 2 blocks of spacing - more speed, more buffer!
