Either they didn't have capacity, they didn't expand production or they waited for vaccine approval in EU before making more. 'Best efforts' is going to be scrutinised a lot here.

People don't understand either that with all vaccines you have wait approx 2 weeks after the last jab, or you can still get covid and pass it on to people not vaccinated. Important to maintain social distancing etc.
