This development was discussed in one form or another beginning since mid-2023. The drone is flown by an operator form Kaskad (Cascade) brigade, which was formed as a UAV formation flying multiple fixed-wing ISR and combat multirotor drone types.

Very useful thread by DanielR - this drone was probably assembled by volunteers and flown by a Russian unit. There are lots such DIY projects on the Russian side.
