Baltimore is a safer and healthier city than it was 4 years ago and for Ivan Bates to argue it isn't is uhhhhh pretty weird but the article answers the question why and its purely political.

This is what Ivan Bates is feuding with Brandon Scott about. Not murders. Not violent crime. But the 'citation docket.' Bates want to throw the mayor out of office because Scott would rather focus on serious issues instead of open containers. Terrible political calculus by Bates.
