I voted against the rule on FISA 702 because it NEEDS to include a warrant requirement.

I'd rather let FISA expire than pass a FISA extension that doesn't include the necessary reforms to protect our Constitutional rights.

The FBI should have to do the same: get a warrant before surveilling the American people.
