In this article, Anna Kyriazi & I argue that referendum promises shouldn't just be seen as an outcome of Euroscepticism, but a cause of it. We retrace the road to Brexit, tracking why enough MPs made the fateful switch from 'EU brake' to 'EU exit' to force David Cameron's hand.

We do this by plotting thousands of mentions of 'EU referendum' or related terms by MPs between 2000 and 2015, then hand-coding the five most salient months that cluster around treaty debates. We think these episodes give us valuable insights into Eurosceptic thinking over time.

In the Eurosceptic press there's a secular uptick in referendum pressure, but in the Commons this process is episodic & escalatory. Leaders have incentives to make it go away, to play the 'referendum game', but this only has the effect of parlaying the pressure down the line.

After the perceived broken promise of a Lisbon referendum and the advent of the Euro crisis, it became riskier for Cameron to try and continue gaming away pressure than rolling the dice on his career and calling a vote. By then, 'in-out as a democratic necessity' was ascendant.
