Mary Teresa Mc Bride National Building Control Office The paper by Leeman et al refers to the incorrect standards. I.S 5 and I.S 20 were the standards pre 2013. Significant changes to masonry blocks were brought in when the EU CPR were introduced to the Irish Building Regulations on 1st July 2013.

Those 11 years happen to be the main period the defective blocks were made.
