This is a good #DataViz . Ignoring outliers does not seem to be a good practice does not seem to be a good idea for this case. Three points: 1) Why is USA dramatically different from other countries? 2) What is the primary causal effect? 3) What are some policy interventions?

Data literacy is the ability to 'read, write, communicate, and reason with data. These skills are synonymous with success in our data-driven world. In fact, 88% of organizations with data literacy programs exceeded business goals' (Deloitte, 2022).

In the US, just 32% of graduating seniors meet college readiness benchmarks in math, stats, and science. The whole society needs a solution to help kids read and learn. I've observed that smart gadgets can be distracting, making it difficult for my son to focus on learning.
