If I recall, this is precisely what they did on FRA--wait to demonstrate that Rs were on the verge of failure and then out-vote them en masse as a flourish once leadership gives the high sign.

And now that the rule is adopted, the pressure is off and the low stakes vote no/hope yes posturing can begin. None of the four bills will have any trouble getting 218, though the majority coalitions will look quite different for each.

In retrospect, canceling recess was probably the single biggest miscalculation he made, over and above the Sunday show stunt, the CR jamming, the Ukraine gamesmanship. And/but to Adam's point the vibes are as good now as they were bad then.

On the question of whether Democrats will vote for the rule – it's almost more accurate to think of it as effectively a bipartisan rule and go from there. The real question is how many Republicans will vote against it.

The House is now a body that cannot function or pass anything without minority party participation in lawmaking. Just like the Senate. You effectively need a bipartisan supermajority to pass anything of consequence.

FWIW, McCarthy would very likely still be speaker and these same bills would be passing months earlier if he had just committed to Democrats he’d bring them up the same way Johnson is doing now.
