2/5 Depuis 2018, le suivi des actions et tentatives des djihadistes a montré un épuisement et une défaite face à la réaction de la France, aussi bien gouvernementale que de la Société civile.

3/5 A partir de 2021, nous qualifions la menace terroriste djihadistes de "menace fantôme".

4/5 En 2021, la conclusion était évidente : cette menace n'avait pas disparu. Elle est plus diffuse et dispersée, et plus liée à des trajectoires et décisions individuelles déconnectées d'une organisation mais fortement corrélées à la situation globale et à l'actualité.

5/5 Il fallait donc ne pas défaire les dispositifs qui avaient réussi, et poursuivre les efforts de prévention en amont des passages à l'acte terroristes. Cela n'a pas été le cas : moyens détournés, temps perdu et matérialisation des objectifs de division des djihadistes. Fin.
