.Allana Kembabazi: Only 1 in 3 older persons receive social assistance grant for empowerment (SAGE). The National Development Plan III planned to extend SAGE to 977,000 older persons but so far only 306,796 older persons. #SocialProtectionUg
.Allana Kembabazi: Much as we are currently implementing the Social Assistance Grant for Empowerment, we do not have an enabling law. We need to borrow from Kenya, it enacted the Social Assistance Act to guide it's social protection implementation #SocialProtectionUg
