The flopped G-to-G oil deal is there to remind us that exchange rates are prices. Within a market, prices are a result of supply & demand market mechanisms (sometimes with distortions eg hoarding, collusion, monopoly power). But ultimately, you cant 'fix' the exchange rate itself
