Given lack of capacity of the Rwanda scheme (<300) compared to those 'eligible' for it (50,000), I think the government could have committed (in the bill, or maybe outside of it) not to remove those who worked with the armed forces. Not a central issue re the scheme as a whole

This Rwanda stand-off is much more the government's problem than the opposition's problem.

I don't really see the logic of the opposition parties needing to concede without several more rounds, having offered the government a reasonable and popular resolution to the stand-off.

Most people don't agree with Isabel. Most people think parliament should only declare Rwanda as safe if it is safe, with a process to check treaty implemented + to monitor future change too
