Discussions are already happening with athletes and their National Olympic Committees with safety concerns of an open ceremony being held on the Seine river.

At the forthcoming WADA Executive Committee meeting there is a recommendation to fine the Olympic Council of Asia $500,000 for flying the flag of a non-compliant country (North Korea). Does that mean if the flies the Russian flag in Paris it will only result in a fine?
